TRANSFER EAST promotes the transfer of innovative Government-to- Business approaches/tools, successful practices, transferable cases to targeted NMS, including Poland. The objective is to accelerate the transition phase to information economy and society and improve the efficiency of the Public Administration- Business relationship, favouring the transfer of learning and facilitating the exchange of e-government good practices and their transfer when appropriate.

Moreover it addresses to critical issues that might hamper the transfer of good experiences such as the legal aspects of the process of re-using successful developments among the different administrations.

TRANSFER-EAST work-plan consists in 3 main phases:

Phase 1: definition of the state of the art in each NMS and the involvement of the Public Administrations. In this phase Techin is responsible to define the state of the art in Poland and to approach Polish Public Administrations.

Phase 2: Identification of the available G2B practices/cases and final selection of 10 G2B cases matching the needs of the NMS and more suitable to be transferred. Within this phase Techin is responsible to identify the G2B Good Practices more appropriate for the Polish context, according to the needs and constraints of the PA approached.

Phase 3: the 10 G2B practices/cases selected will be engineered and transferred to the recipient Public Administrations in the targeted NMS through

  • 5 knowledge transfer work-shops;
  • 5 pilot actions;
  • 5 European Scenario Work-shops (EASW).

The TRANSFER-EAST action will be addressed to the following NMS: Slovenia, Slovakia, Czech Republic, Hungary and Poland.

The Transfer-East project runs until December 2007.
